No, VAT, isnt like a Tarrif. It is much easier to understand if you think about it as a sales tax imposed at every step of production which adds value to the work in process. Thus, the name.

You sound like a liberal: “Oh, people don’t change their behavior because of tax policy.” (Except experience has proven over and over that they do.)
Tariffs are taxes, and you’re now claiming that no harmful effects will occur because of that tax, even though other taxes provably do cause behavior to change. (Why do you think we have “sin” taxes?)
