Out of curiosity, I looked it up. The Queen can certainly issue a royal pardon. It sure would be nice if Elizabeth pardoned Tommy. That would send a clear message.
But it will never happen. The Queen reigns, but does not rule. Parliament must be consulted. The Prime Minister must be consulted. Blah, blah, blah...as Elizabeth’s UK goes down the drain.
