The President has no jurisdiction here. He can only pardon. And then it is only people convicted of Federal crimes.

The president could do what Mueller did to unconstitutionally imprison Manafort. And that is find a judge.

Trump could and should get a judge to issue a Release Order. Then send Federal Marshalls to escort Manafort out of jail and have him home by supper time.

You are correct about FEDERAL CRIMES but wrong about conviction

Ford pardon Nixon and Nixon had not been charged or convicted
