I was just there in April for the cherry blossoms, and I only remember one slightly trashy neighborhood but I don’t know the name of it.

In areas where there are stores , shops , etc...trash will be picked up by owners or the help . Go anywhere else and trash is everywhere . Worst litterbugs in the world now .
