A laser strong enough to set one’s hair on fire from a kilometer away probably isn’t eye safe. So yeah, it’s not lethal, just blinding.

Welcome the new lines of reflective clothing. We use lasers at work. They have a range of about 1,000 ft.for thermal sensing. We have bounced them off of carefully aligned mirrors and back. We have actually measured motor temperatures from three buildings away and three right angle 90 degree corners. Fun stuff.

It may actually be able to start a fire one km away under ideal lab conditions, but those conditions do not exist outside of the lab.
