There is a very large labor pool just to the north of Seoul that's doing pretty much nothing of benefit to anyone.

They already speak Korean.

Perhaps this is a way to create jobs for the NKs. If they had an influx first and THEN cut SK hours, the SK’s might “blame” the NK’s more directly if they were reliant on that grueling workweek for $$$. This way, promoting work/life balance FIRST and then letting NK’s fill the urgent need for workers to take up the slack might lessen the tension. I dunno.
