I didn’t get the full story but think there were only 27,000 votes cast in a disrtict with hundreds of thousands of voters.

She was elected by a miniscule fraction of th electorate.

Is that a correct statement?

Yes, it had extremely low turnout, and Crowley was very complacent.

I have no doubt if New York had California's blanket primary system, which would result in the two squaring off in November, Crowley would crush her. Too bad for him.

Yes, and the fact that Crowley was heir apparent to Pelosi speaks volumes. He essentially had no base in his district. Reminds me of when Tom Foley was voted out.
