After 10 minutes of Pilots yelling, "YOU'RE ON GUUUUUUUAAAAAAAARRRRRRRRRRRRRRRRRRRRRRDDDDD!!!!!!!!!!!" somebody will relay to ATC and get you help.

I may not have a good explanation, but it does peak my interest.
First of all, it is very bothersome that something like that could happen at all.
Is this due to sloppiness, old equipment, some sort of mistake? I just don’t know.

Sea Tow is monitoring. Coast Guard, nope.

It could be a number of things. They could have lost the actual transceiver on the tower and sometimes spares are hard to come by. For an entire area to go down it could be the circuit taking the signals from the tower(s) to the Sector command center, or the network moving those signals around.

In peacetime the USCG is part of the Department of Commerce.Prior to 9/11 it was in the Dept. of Transportation. It was moved into the Dept. of Homeland Security after that department was created.
