Yes they are sanctions against N Korea which were proposed by us TO the UN. The UN then drew up a resolution(s) which was then approved by the Security Council and implemented.

How long do you think it will be before China and Russia start pushing for the sanctions to be eased?

UN sanctions whether put in place or refunded by resolution must have the unanimous vote of the Security Council.

China, Russia, So Korea and whoever else can all call for certain actions all they want but unless we, as members of the SC OK it nothing happens.
