The border security wall system can have multiple barriers.
The illegals would be climbing into holding pens by their own volition.
Border Patrol people might buy their own ladders and place them on the southern barrier.
When enough illegals are in the holding pen, the Border Patrol people would recover their ladders.
The illegals would be trapped overnight and even for days.
