The Pentagon has quietly empowered the United States Cyber Command to take a far more aggressive approach to defending the nation against cyberattacks, a shift in strategy that could increase the risk of conflict with the foreign states that sponsor malicious hacking groups.
The U.S. Cyber Command was created partly in response to a Russian hacking attack that long predated the 2016 election. In the fall of 2008, Russian intelligence agencies penetrated SIPRNet, the Pentagons secret internal network; that led to a rush to consolidate several cyberprograms into a command. The Chinese, meanwhile, were stealing weapons designs, including blueprints for the F-35, Americas most expensive fighter jet.
Adversaries like Russia, China and North Korea, all nuclear-armed states, have been behind major cyberattacks, and the United States has struggled with the question of how to avoid an unforeseen escalation as it wields its growing cyberarsenal.
The new strategy envisions constant, disruptive short of war activities in foreign computer networks. It is born, officials said, of more than a decade of counterterrorism operations, where the United States learned that the best way to take on al-Qaida or the Islamic State was by destroying the militants inside their bases or their living rooms.
The objective, according to the new vision statement quietly issued by the command, is to contest dangerous adversary activity before it impairs our national power.

Somehow they make this sound like we're causing trouble.
I watch CNN..MSnBC and tons of liberal sites so the enemy can keep me informed...That's not fair either...but I'm old now and I need a slight advantage to “WIN”....
The Russian intelligence agencies are smart. They use freelance hackers. We should do the same but I don’t think we could handle a program like that.
Indeed. He opposit should be true. It is open borders and ambiguousness in defense of the nation which invite attacks and conflict
Yeah, but they don't mind killing their freelance hackers. We're a little soft in that area.
What a garbage article. Numerous digs at Trump as a dunce and Bolton being chaotic and ‘naive junior person in charge’, etc.
Agreed. It’s because of Trump and his appointments that we’re finally getting our act together.
Well Cyber Command needs to take a look at CLT (Charlotte, NC) and SABRE (American Airlines) computer systems because there is something way beyond a “glitch” happening here for the last few days.
Wonder how long it will be before it attacks FR? Don’t forget, they have legalized domestic propaganda.
That is why I said we could not handle a program like that. We would have freelance hackers crossing us left and right. I doubt the Russians have a problem with that. If Edward Snowden were working for the Russians I doubt he would be breathing, or if he was he would be wishing he wasn’t. Same for Bradley Manning and Reality Winner.
