I think in this case, he has the ‘ace’ that he needs. The CSU Party back in Bavaria kinda agrees that drastic actions need to be taken with immigration and migration. He picked the simplest ‘trick’...simply to enforce the Dublin Agreement which is already on the books, and a EU-product. Merkel can say no, and I suspect that the CSU is ready to unhook from this coalition. A secondary problem is that even from her own party, people are having questions now why Seehofer’s approach is bad.
You are correct, the Bavarian election is boiling away, and part of this whole dynamic and timing. The AfD passed the SPD in Bavarian politics, and I think they are at the number two slot now. Even in Hessen, there’s an election brewing and people want to know the national strategy on resolving the migration crisis.
