22 (B) $1,808,000,000 shall become available
23 October 1, 2019;
24 (C) $1,715,000,000 shall become available
25 October 1, 2020;
1 (D) $2,140,000,000 shall become available
2 October 1, 2021;
3 (E) $1,735,000,000 shall become available
4 October 1, 2022;
5 (F) $1,746,000,000 shall become available
