There is really no such thing as a stealth ship, unless you are talking about a submarine.
I think “stealth” in this case is intended to impede an Anti-ship missile from getting a target lock until its much closer than it would be otherwise, reducing its ability to maneuver to contact, and moreover make it more vulnerable to decoys with larger radar cross sections.
