Receipts totaled $1,499 billion during the first six months of fiscal year 2018, CBO estimates—$26 billion more than during the same period last year. That increase resulted from changes in receipts from the following sources:

How much higher would receipts be without the tax cut? And how much higher is spending compared to the same period last year?

Stupid question! Without the tax cut the proceeds would be LOWER!

How much higher would receipts be without the tax cut?

The question is, how much higher will they be after the economy adjusts to the lower taxes and we see significant growth from the tax cuts providing even higher tax revenues.
