Or, was it mostly the work of Brennan?

I can see Obama OK’ing the program, which he obviously did, but I’m curious as to whether the overall scheme outline was the product of one mind, or a team brainstorming effort? If it was driven by one person, who is that masked man? He’s evil and dangerous.
