I am trying to determine the exact location of the site. East of I19/Valencia is the road to the airport. West of I19/Valencia is the road to Ryan Airfield and the Tohono Oodham reservation. More than likely the illegals were transported north from Nogales, housed along Valencia, and then Valencia Road, which is located to the far south of Tucson, was used to bypass the city and connect with the eastbound Interstate south and east of the city.
