An informant could be placed in or around the campaign to see what if anything is going on with the Russians. Halper was not gathering information. He was deliberately planting false information within the campaign to later impugn the campaign with the very information he planted. Halper was a willful idiot.....anyone would be for what Obama admin paid him.
Planting lies for nefarious means is what spies do. Is Halper a spy, no. Was he used like a spy, of course.
