Very true. But on the other hand, what landowner would want strangers on their property? A reasonable compromise might be an ordinance allowing families access to such a cemetery on Sundays only, from say 1 PM to 5 PM.

Was the cemetery excepted in the deed? Are the names of those buried there known. This takes a lot of research but it will solve the problem.

It will probably result in the shortest and easiest access to the public highway.

Determining the bounds of the cemetery is another thing.
