How much does it cost to incarcerate a prisoner - $60,000 per year (or more?)

That is the amount that should be deducted for each person - as a starting point.

At best, the cost via any trade agreements (IE: tariffs)

Make it an even $100K to pay for processing (doing the math to decide how much to withhold).....
