I am not sure why it is so HARD to understand but a child born of a male and female both of whom are citizens of the USA is, indeed, a citizen of the USA regardless if born in Panama or a territory or a zoo.

The Constitution spells out that citizen and natural born citizen are not the same thing, why is that so hard to understand?

Of course, but "citizen of the USA" may not always mean "natural born citizen." Views on this among the legal community vary.
