No. It doesn’t take effect until enough states to give 270 votes signs on, and the Democrats can find trunks full of ballots in every blue state. If they can get the 270, it is a game-changer, negating the EC and allowing the fraudulent over-vote in blue states to overwhelm the legality of red state voters.
To get the 270 they’d have to get some red states to flip. Don’t see that happening.
Just another form of incrementalism/power creep that will somehow magically become legal, despite that it's blatantly illegal. Tampering with the EC is NOT a 10th amendment right.
