I wonder if the Swedish welfare system will pay the monetary damages.Why not? The Swedish gov't paid for these animals to be in the country, fed them while they were there, even supplied the room where the woman was raped. Why shouldn't they have to pay the fines as well?

One year and three months in prison for forcible rape. Sweden is no longer a civilized nation. A civilized people protect their women and children. Forcible rape is one of the most serious crimes imaginable. Rapists should either be executed or warehoused until they are no longer a threat to ordinary, decent people. Since Sweden does not have the death penalty, my recommendation would have been 20 years behind bars, followed by deportation to the third-world rathole that they came from.
