The AP sued to have the records unsealed and the judge in that case (first Cuban judge, appointed by GHW Bush) ruled that because Cosby made that speech about morality of black youth that he became a public person, not eligible to have the records sealed, and therefore, they were unsealed.

I doubt it. My bet is that years before these allegations were made, he set up irrevocable trusts and family limited partnerships that severely limit the victims' ability to collect. He might voluntarily pay out a few million to save on attorneys fees and protect against the inherent uncertainties of litigation, but he and his heirs are not going broke on this.
