One would think there were signs long before he was fired for shoplifting. One would also think his dept. would have recognized his picture.
He was fired from the police Department for stealing a hammer and dog repellant. This guy was on par with Ted Bundy in the scale and scope of his crimes.
They did find a badge at one of the scenes, outdoors. It looked sort of generic — no identifying city, county, etc.
