He number 11 million has been used for at least 15 years. It is probably 3 times that many by now.
You are correct if I had to guess it is more like 30M-40M. The Koch asses are like Soros open borders and citizenship for anyone in the world. I would vote for a democrat before I would vote for anyone the Koch brothers support.
