Actually Arabic writes right to left.
The last letter is n (Nun). The first letter is t (Ta).
I know the Arabic alphabet but do not know the vocabulary well. The letters spell out Tehran. Not sure the significance here but I am sure that there is a lot we will never hear.

The van is pulled over on Poyntz Ave..off of Yonge just south of Sheppard Ave.
Appears to be a money exchanger....
I'd guess unrelated to what happened.
