Brown is blaming the oil companies for California's air quality, but the more likely culprit is the geography of California where the cooler ocean air creates inversion layers over Los Angeles and San Bernardino, trapping the warmer air near the ground.

The same would be true in the Central Valley (Bakersfield, Fresno, Visalia, Modesto, Sacramento), where typical high pressure systems trap the heat that stagnates the air.

You don't see San Francisco and Oakland on the list, because these same inversion cycles create afternoon winds from the coast to the valley that constantly blow the bad air away. The westerly winds begin at around 3:00PM and consistently ends at sundown.

If they just went with Jethro Bodine’s idea of putting big Fans on the Southern CA Hilltops and sucking* / blowing* the Smog into the Desert back in the 60’s, we wouldn’t be having this discussion today.
