That would seem to be a better idea but would appear contrary to existing US statues and require action by Congress, which could well be impractical. OTOH, simply directing applicants to the embassy would be a matter of policy.
Further, the US has no control over how the "FIRST country" would respond to such a requirement. Bearing in mind Mexico is a facilitator in this matter with an agenda, it is easy to predict it would simply hand applicants a flyer that says your request will take many months to process - or any number of similar measures.
