Bank robberies or even attempts at bank robberies, are Federal crimes. Criminal actions have consequences in the real world.
That the City of Madison has some dispute with the enforcement of Federal law, to the degree the attempt to rob the bank was thwarted, speaks much of the pervasive erosion of the rule of law in that locality.
What we have here is a failure to communicate.
