You make the mistake of assuming that everyone who voted against the original bill would have voted the same way when it came to overriding it.
Most of the Democrat "opposition" to this bill was nothing more than political posturing because they knew the bill would pass anyway. If it came to an override vote, there may have been unanimous Democrat support for the bill just to damage Trump and expose the rift in the GOP.

Trump has to fight both Congress and the embedded leftists in the executive branch. Good luck with that.
