Check the bid proposal. Since it had federal money I’m 100% positive they had a DBE (Disadvantaged Business Enterprise) /WBE (Women owned Business Enterprise) goal for a certain % of work for these type of firms.

Yup! Who needs engineering skills? You just have to to have the right skin color, the “right†gender or be gender fluid. Knowledge is not a requirement in this society.
