Trump’s life experience is mostly in real estate development, and construction, which is PROJECT-BASED.
That means that when a project is completed, many people depart. And when a new project begins, new staff is recruited.
With Trump, it’s either be useful for the task at hand or time to go.

Which great assuming nothing goes wrong with Saudi Arabia or any of the other "projects" that Tillerson handled. If that blows up then what are you going to do? Find a new project team and start from scratch.
