Senate confirmation is not required to put Pompeo in there in an acting capacity (because he is currently serving in a position that he was confirmed by the Senate for). But as I understand it, he will still need to be confirmed as SOS to make it permanent.
If only, but it looks like the lock on Trump is very tight indeed. Stonewall Sessions seems as safe as ever.
