Still, worldwide chip development, engineering and manufacturing is GLOBAL and it’s very, very difficult to keep secrets.

But consider: Commercial compute today was considered a major military advantage 5-10 years go.
There is no evidence for your claims about Intel. Intel has more plants and facilities in the U.S. than China. Intel’s chips are made in the U.S. The U.S. remains the leading producer and exporter of computer chips. Intel has expanded and built plants and R&D facilities in Oregon and Arizona in the last few years.
