Manafort, Gates, the Podestas, et al., might have conspired to violate tax laws by hiding money from the grasp of the IRS in 2013 or whenever. Whether they actually did or not, at least that makes sense as a concept.
But what part of Russian troll farm operations, or even the disproved claims of hacking the DNC’s email server, had anything to do with “defrauding the US government”? They might have fooled some individuals, but unless Mueller considers “the Hillary campaign” to be the US government, how was the US government targeted? The US government suffered no harm, and has no standing to intervene. If Hillary Clinton has evidence that certain Russian blog comments and internet ads cost her the election, she should sue them and prove her case in court. Mueller knows these cases are not going to be defended. Any good defense attorney would have the charges dismissed as inapplicable rubbish.
Mueller needs to be indicted for hiring dem-biased lawyers/attorneys in order to keep the totally fake Trump/Russia narrative alive.
Mueller knows full well there was no Trump/Russia collusion.
Mueller knows full well HRC/DNC paid for the fake dossier.
Mueller knows there was a Dem/Intel conspiracy to try to stop Trump winning the presidency and, later, to deligitimize his presidency.
