It is my understanding that there should be a very high tax and license required for bump stock and all other such crude conversions

Would that include hooking your thumb in your belt loop producing the same firing effect? Which would you tax and license the thumb or the belt loop?

Definently the thumb, it will be around longer to tax :-)
