From what I can find online, upon the event of McCain's passing, the Republican Governor of Arizona will appoint a Republican successor and it sounds like it would not be another RINO lapdog. So it seems the GOPe want McCain to be a placeholder as long as possible to at least stop a vote against their agenda.
