Oklahoma Bill Introduced for Constitutional Carry

HB 2951 has been introduced in the Oklahoma House. It is an interesting version of Constitutional Carry. The bill adds self-defense to the list of activities that are exceptions to the general prohibition on carrying weapons that exist in Oklahoma law. It includes knives as well as guns. From koco.com:

Coody said House Bill 2951 is about law-abiding citizens protecting themselves in worst-case situations. The proposed legislation says anyone 21 or older, or at least 18 years old and a veteran or enlisted military member, would be able to carry a gun or rifle without a license.

Here is the first change in the bill, which alters 21 O.S. 2011, Section 1272.

A. It shall be unlawful for any person to carry upon or about his or her person, or in a purse or other container belonging to the person, any pistol, revolver, shotgun or rifle whether loaded or unloaded or any blackjack, loaded cane, billy, hand chain, metal knuckles, or any other offensive weapon, whether such weapon be concealed or unconcealed, except this section shall not prohibit: 


1. The proper use of guns and knives for self-defense, hunting, fishing, educational or recreational purposes;

There are numerous other changes accomplished by the bill, which has the usual exceptions for convicted felons, mentally incompetent, and all the usual list of prohibited possessors.

Much of the rest of the bill makes the exceptions for concealed carry permit holders apply to people who may legally possess firearms.  There are numerous “gun free zones” in the existing legislation.

Are there bills/laws for Constitutional free speech in any of the states? For any of the other Rights on the Bill of Rights?

When a right has been abused for a long time, you have to roll back the abuses in some way.

In brief, yes. Do you have something you want to say? Report to the clearly posted free speech zone which, by the way, is also a posted gun free zone.

You already have the right. It is inherent to us all. What you wish for is not to be confronted by authorities, disarmed, arrested, incarcerated and bankrupted during the process for exercising your right. Or to be killed during the seizure because you make a wrong move. Sadly, rather than exercising our rights, we await government approval to do that which we have a right to do without such approval and carry a card granting permission which only proves we have been subjugated by our government. Land of the free, home of the brave.

Based upon Natural Law no one has the authority to disarm a person, or restrict in any way the type of weapon carried or the manner of carry in any public place provided the person is not violating the inherent rights of others or behaving in a manner so as to present an imminent threat to do so. But today, although the right is inherent and inalienable, it is not inviolable and the time and circumstances will dictate when the need for valor will override the need for discretion.

I reside in Arizona. We have Constitutional carry here toward most intents and purposes. A change in administrations might bring legislative restrictions but compliance with those restrictions is another matter.

What the Oklahoma Legislature can do to lock in gun rights against future federal gun control policies is enact a state Second Amendment militia statute.

Make all citizens of the state who speak fluent English automatic members of the state militia. Authorize any gun or other weapon normally available to a US Army platoon member; unlimited ammo accumulation and number of arms owned.

Such legislation would end any debate over control in Oklahoma.

Authorize a multi state compact with other states which adopt state militia statutes.
