Most decidedly Irish. Paul Harvey once told the story of the songs origin, one which brought tears to my eyes.

The Irish also have bagpipes. They are not quite the same as Those of the Scots, IIRC. The tune is “The Londonderry Air” if that means anything. There’s a great Barbershop Quartet arrangement, overwhelming when sung by a 100-man chorus. I’ve done it both as a chorus member and as a competing quartet, “The Chairmen of the Chord.”
