Because he (& VP Ryan) found a way to snatch defeat from the jaws of victory? Utah will make its decision, as is their right, but I believe a fair number of Trump supporters realize what this means re: The MAGA Movement, and Willard may soon find out that his voting record is more important to Mormons than his {LDS} Bishop status is. Please. He is unworthy to shine Donald's shoes.

I’m wondering that too...is it proper procedure to collect signatures first then declare, rather than declare and then collect signatures? (That’s the only thing I can think of).
