In Texas, it is illegal to warn other
drivers that there is a LEO on the
prowl. Flashing one’s headlights
will get you a ticket. I can’t see
why warning illegals of ICE’s
presence would be any different.

Flashing one’s headlights has more than one meaning.
It can mean it is safe to come back into the lane while passing.
It can mean there is ‘danger’ ahead, be it an accident, slow moving vehicle, bicyclist or anything to ‘warn’ the driver something isn’t right in front of him.
It can be used to alert oncoming traffic that one or more have their high beams on.
But yes, when a City Official warns the criminal element that they are under ‘investigation’ they should be prosecuted.
Telling illegals ICE is coming is no different than telling a murderer that the police are on the way ESPECIALLY if you are a ‘trusted public servant’ (TALK ABOUT OXYMORONS)
