Very settled law that the police have no affirmative duty to protect. Likewise, it is not illegal for the government to fabricate statistics or to play favorites in prosecuting crimes. It is perfectly legal to let bad guys skate. Prosecutorial misconduct only arises when innocent people are wrongly accused, not when known bad guys are left free to roam the public.
There is no remedy at law for a useless government.
