The Deputy said that HE called in the code Red.

The "monitor" said that he called in the code Red.

The Deputy called in the shooter's description.

The Deputy said he did not "encounter the shooter" which is technically true as when he encountered him Cruz was a shooter to be.

And SRO are often called monitors.

Which is about as silly as calling them "School Resource Officers". Makes them sound like they hand out pens and paper.

So those ads where the bank is being robbed, the guard is asked to do something, says he is just a monitor, are actually true

How does the “monitor” know this guy is the shooter? He says he heard shots fired. Does not claim to see the shooter. Now we know these that the monitor had reason to believe the person he observed was the shooter. Gonna have a field day with this report. What probable cause existed for the charges? It should be in this initial incident report.
