How does the “monitor” know this guy is the shooter? He says he heard shots fired. Does not claim to see the shooter. Now we know these that the monitor had reason to believe the person he observed was the shooter. Gonna have a field day with this report. What probable cause existed for the charges? It should be in this initial incident report.
