For me the consequences of actions explains it just fine. These are the natural consequences of liberal policies and philosophy. From their POV they are unintended consequences but from my POV they are natural, logical and inevitable.
Every decision point in the entire process that led up to this, to act or not act, was made based on liberal policy and philosophy.

The Code Red was not called in this case until the shooter was already inside the building and shooting was underway. Locking the doors at that point would have prevented nothing.
