Mother is a Canadian citizen. They probably figured she might take the kid and go back there if they didn’t take her passport.

Even so, isn’t that rather oppressive? They’ve already got the kid under heavy educational and cps review. If the parents can’t stand it and decide to move, why should the State object? On the grounds of child abuse prevention?

Do they have to apply for special dispensation to go on vacation in Germany or other EU countries?

Indeed. The Norwegian educational bureaucracy can no longer exercise tyrannical control of the family if they move out of the country.
