Okay, I hate to even bring this up; but, with the mounting evidence of Red Alert klaxons and signs of problems being completely ignored, I have to ask: Could it be that because his last name was Cruz, that he was not punished becauase he was Hispanic? Does PC have something to do with his ability to not be punished?

Cruz’s name gave him minority status in the BCS system. Absolutely.

Unofficially, most schools had two separate codes of conduct: the official one for those considered of the Caucasian Persuasion and the other lenient policy which was officially accepted in 2013.

If Cruz was arrested, then that would count against the number of "minority arrests", a number the school system was mandated to decrease under the Obama Administration. So, yes.
