“Laryngeal Dystonia of the voice box can cause this effect when talking. Apparently, spasms occur in the vocal chords. My neighbour had this and eventually whole parts of a sentence were affected as the condition progressed, until I had to guess what it was she was trying to say. I don’t know much more than that, only that it can get much worse for the sufferer.”
