If they had terrible policies that (by design) mis-handled cases of troubled and difficult students, then YES, they did plenty wrong.
There is no doubt they had policies that led to exactly that, and resulted in Cruz not being appropriately dealt with.
Cursory searches quickly reveal what was going on. Some sample statements and documents:

The above was a key document in the so-called Broward County Solution that was heralded as such a great thing in national Liberal circles. You see memtions of it across the country as a policy to be copied and emulated. A good article on this:

Of course, a major “problem area” in all of this was that black and Hispanic kids were having disciplinary/law enforcement encounters at much higher rates than whites/Asians. And of course to the Liberal minds involved in setting policy, this was all because of racial discrimination and not because of behavioral differences among cultural groups.
Cruz would have been classified as Hispanic, and because of that his transgressions were more likely to be ignored / not appropriately dealt with in order to keep the numbers looking good.
The end result was Broward County Schools made a policy that led directly to the schools sweeping antisocial and illegal behavior under the rug, not getting law enforcement involved, and the result was Nickolas Cruz and 17 dead. Another fine result of chuckle-headed Liberal policy on full display.
