The money belonged to the government of the Shah of Iran. It was sequestered by presidential executive order when the Shah was overthrown. Congress could have controlled it any time they wished, but did not. There’s nothing to investigate.

Why didn’t any other of the Presidents “pay it back”? Well I guess using that logic we should return all of the confiscated drug money back the dealers? And maybe during WWII if we had found a bank account with millions in Nazi gold we should pay that back too?
The money was frozen after Iran revolution invaded the USA embassy in Tehran and took the USA citizens there hostage. Should have been war at that point.
I respectfully disagree. An aggressive President like Trump would exercise the inherent right of any country to “offset” against war damages by demanding “reparations”.
Iran has been in a low grade war with the US for decades and is responsible for many dead American soldiers and civilians and some think they contributed to 911.
Again, an aggressive President, like Trump, would have kept the money to offset how much America has been damaged by Iran.
